All of the drives I looked at showed a 1.0A spinup current requirement. So you should definitely look for an enclosure with external power. And not some hacky USB power solution either, but an actual thing you plug into the wall.
I don't know anywhere close to what is required to understand the science behind your point. But I do know that there are lots of Seagate drives sitting inside of laptops and lots of drive upgrade kits that have only single USB connections. Logic (perhaps not the best thing to use here) would suggest that they are working, no?
