While I understand you frustration, it sounds silly to pick your preferred hotel partner because of a skimpy credit line that Amex -- not Hilton -- gave you. Are you confident that Chase or Citi would give you a higher initial credit line? If so, then you can consider the Citi Hilton HHonors Visa card; if not, then you're going to have the same problem all over again.
