I think the headline is misleading--and it's not a CA code share problem, more a poster-that-doesn't-understand-the-rules problem. Likely the OP was on non-Star metal with a CA codeshare. PEK Air China lounge definitely allows *G traveling on Star Alliance metal (any class of service) to have access.
