My understanding is that they are not. There is some jurisprudence (do a search) dealing specifically with the issue whether technical problems constitute "extraordinary circumstances". The judges ruled that they only very rarely do. Run-of-the-mill technical and maintenance issues are all part of game in the airline business, an no excuse for not paying compensation.
