I would price the rentals from the Long Island agencies I mentioned, which are easily reached by Long Island Rail Road from Manhattan's Penn Station.

You should also price the rental from suburban NJ locations, like Edison and New Brunswick (easily reachable by NJ Transit trains from Penn Station), and from Philadelphia off-airport locations. (You can reach downtown Philadelphia from Manhattan cheaply and easily via Megabus or Bolt Bus.)

My suspicion, though, is that a one-way rental to JFK from NJ or Philly will be more expensive than the same rentals from the close-in Long Island offices.
