JFK is very definitely a hub. A substantial portion of its traffic is connecting. LGA is a focus city operation - the Eagle/Mainline mix doesn't matter - its the fact that LGA is mainly O&D. Other than traffic to from YYZ/YUL/BOS, there are no particularly viable connections. Sure I'm sure there's the random RDU-LGA-CLE/DTW, etc. passenger but they are probably few and far between.
Although it seems like from time to time I'll hear of someone connecting at LGA from a hub to another hub (like from MIA I'll hear the FA announce "for DFW your flight will go out of D5".) Some FT probably trying to maximize miles. I've done the same, LGA/ATL/MIA, LGA/STL/ORD, LGA/RDU/DFW, and LGA/CLT/MIA.
