I think New York is a "cornerstone" city but JFK would be the hub. Airlines, I think according to proper lingo operate hubs from airports. EWR is not a hub for AA nor is LGA in any real sense.

Some airlines have multiple hubs in the same city. For example, BA operates hubs at both LGW and LHR.
