For a long term change rather than an individual complaint, a letter to the Independent Chief Inspector of the UK Border Agency would not be amiss.

The website says there is an inspection of UK Border Agency’s operations in the South-East of England currently underway and that he may take note of the key issues of an individual case and use these to inform his wider inspection programme.
