When did this happen? We had a pretty lively debate over Emotional Support Animals on planes a year or so ago on this forum.

http://www.guidehorse.org/news_minis_fly.htm -- was given as a site with pictures of animals on planes (miniature horses, in this case). Take a look at that top picture. Clearly a horse in the bulkhead.

I tried googling an FAA clarification for this, but couldnt find anything?
