Just make sure they do not have specific terms & conditions. For example, when booking a car in the USA with Budget, it is clearly stated that you must be a non-US citizen to qualify for the rate and a proof of citizenship is required.

As for Hertz, I never experienced any problem, booking the best deal from any internationnal website.
