I don't believe any of the corporate Citi cards that earn ThankYou points are eligible for this redemption bonus when redeeming for travel. But even if you are eligible for this bonus, you still will receive less than 1c per point on just about any other redemption that you make that isn't travel, including gift cards, unless you redeem for $100 cards from their meager selection. Most other bank run programs guarantee at least 1c per point, even on 10,000 or 25,000 point redemptions and many will allow these lower redemptions to even be in cash.
My "low redemption" valuation of Citi ThankYou points is also highly influenced by the fact that they can't be converted to airmiles.
