Considering who Eagle's neighbors are on that block, you have to kind of doubt that sex was the issue. Possibly complaints about some patrons being under the age of 21??? Who knows.

It's unlikely we'll ever find out. There are so many different agencies involved in these kinds of raids, the initiating call could have been made by dozens of different people.
