I believe there's quite a bit of leeway the airlines have to give for "emotional support animals", which, incidentally, fly free.

Thank God the FAA clarified that emotional support horses, pigs, snakes, etc. are not permitted on flights due to the emotional trauma they would inflict on other passengers.
