I prefer renting form the larger car rental companies (Hertz is my top choice). They tend to have better quality cars and better customer service, and are less likely to try to screw you over a ding or a scratch. Also, their websites should be fairly up front about taxes and fees. Yes, they all initially disclose a rate that excludes taxes and fees (which we all know can be substantial), but you should be able to get the information you're looking for. On hertz.com, for example, even though they initially show their rates excluding taxes and fees, once you select a car, but before confirming the reservation, they show the estimated total cost of the rental, including taxes and fees.
