Just wondering if someone could give me some tips.

I'm flying into new york, then hoping to grab a car and head in a clock wise loop, stopping at Washington DC, Niagara falls, Boston, etc and possibly some of Canada.

Is any state better than another for picking up a rental in terms of fees & taxes? Ideally I will be dropping it back at JFK before flying out to LAX. I've rented from Hertz before, but I dont know if they are good/bad/indifferent for a small car rental compared to others.

Any gotchas I need to be aware of?
