Sometime ago somewhere I saw that when feel ups aren't done by same sex TSO's paperwork is supposed to be filled out and sent I thought to DHS but I'm not sure. TSA rules back when they were posted awhile back said same sex feelups would be done when same sex is available. I believe it also stated that during emergencies or very busy times could be done by opposite sex. Awhile back a couple of women, I believe at the Boston airport said a very aggressive male tried to do the feel up, one said she had to threaten to scream to get him to back off.
