Just wondering though, how do they apply this for lap infants? Is it the same, i.e. if you're trying to keep them quiet and still then they have to be strapped to you, but if they're running up and down the aisle screaming then that's OK

or are the crew more relaxed about it (the first option obviously, not the second.)

They are more relaxed with it. LH is great with infants, one of the best airlines and no comparison to SQ for example.

You are very welcome. I went back a step further, because I find the concept of kids on the lap simply negligent. My kids never sat on the lap. We bought a seat and brought our own infants seat for very good reasons. I find the idea of lap children in a plane irresponsible.
The risk of an infant getting hurt/killed on a plane when the adults are not is so small that there is not even a statistic about it.
