Indeed many ethnic Iranian Swedish citizens do get sent to secondary on arrival at a US ports of entry, but all such persons most certainly do not get subjected to the same always.

It's not just ethnic Iranian Swedish citizens who end up hit by the reality that "race" unfortunately matters for immigration purposes at US ports of entry regardless of citizenship and/or place of birth as shown in a valid passport.

It is not limited to "'white=good' and 'brown=bad'"; however, obviously that it isn't limited to the same doesn't preclude the situation of border control practices that include "'white=good' and 'brown=bad'".

With regard to the claim about the US Government abolishing visa free travel for Europeans, that seems in the main to be a reference to US ESTA (which now includes a fee charged by the US Government). Not a fan of that ESTA+fee process.

In the US, foreign policy is an area in which the federal government has supremacy over the constituent states. Given the federal government's exclusive power over such matters, with border control and immigration policy a federal power under such, the individual states are not allowed to run their own foreign policy, including immigration control policy. What individual states are allowed to do in such matters is limited to what the federal government allows them.

Arizona isn't authorized by federal law to run an independent immigration and border control program.
