I was able to get a pass, but it was clear the agent was making an exception. I was honest about the fact that I had no legitimate reason for asking. It wasn't busy at the 1k check-in, if it had been busy I would not have tried.

I would support a policy change that would allow United and others to charge a fee for gate pass. Thanks for the info everyone.
