oh wait no. if you have a USD account in HK then you can use the TT rate(so they do the exchange in the system, not in real cash). the cash rate is for you to hand over cash over the till and exchange straight away.
I'm not too good at this. Can you open a USD account in a HK bank, use the T/T rate to exchange HKD into USD and then withdraw USD cash? I thought you can't withdraw cash from a USD account over the counter...but can you?
