Whenever an airline starts divertng flights into an alternate airport, that becomes additional workload for the fuelers, who staff their operation predicated on the "normal" schedules of the airline(s). It's not at all unusal to take delays for fueling in such cases, as they work the additional flights in as best they can, especially if the airport involved doesn't have an underground hydrant fueling system and has to instead shuttle fuel trucks between the gate areas and the airport fuel farm to top their trucks off. My bet is that you just missed it...
