I think green-card holders use the US-citizen line. In fact, IIRC, that line is called "US citizens and permanent residents", the other one is "Visitors". Anyway, I have seen people holding a US passport while in line in the visitors line. I just assumed they were there because they were coming together with non-citizens, and probably these non-citizens were either kids or did not speak English. These were my assumptions.
