I think most agents just add the 2-3% for the currency change and that's it. In my country banks however go by a default foreign currency which goes by the banks currency sale table (typical spread is +/- 2,5% but can be as high as 5) and when you pay in any other foreign currency, they add another 2% to covert it first to the default one.
