At play.com it's compulsory and I suspect more to enable them to price things at 9.99e, 2 disks for 24.99e etc. But also to bump up the exchange rate they are using from GBP-EUR. When the GBP rate was about 1.02 then it was even more of a rip off (since they kept their rate around 1.40)

Hertz UK are up to the DCC trick, as well as some "tax free" airport shops like at BHX. I also agree that it's a scam and you always end up paying more than if you let your credit card company convert it at their rate.
