I would really like to know Hainan's official policy. I will have my family with me and managing their stealth for 11+ hours each way is not something I want to deal with.

We do not have a Hainan Airlines representative on this board, so other than their website, and personal experience from FTers, what can FT offer you?
Essentially, you should prepare for a flight with NO electronics. And if you can use them then that's a bonus. Even if hainan had a printed policy, but the crew decided you couldn't use it there's not a lot you can fo about it.
As moondog said, keep it quiet and just go under the radar with it.
