There's no clear regulation about the usage of phones in 'flight mode' on Chinese airlines unfortunately. I've been told previously by a CA flight attendant that usage is prohibited even after I explained that it was in flight mode. I also recall reading somewhere stating that CAAC requires that all phones must be switched off (without making note of flight mode).
