A one hour delay in a night train those not give you right on compensation.
Not offering the service paid for should be compensated. If your ticket was a "normal-"ticket and supplement you only would get the supplement compensated. If you bought a combined ticket you would get the price difference between the tickets.
It should take not more than 6 week processing time.
