From what I was told from the second agent I spoke with today, it appears to be a policy, because of the it issues to not making a second change on an award booking.
As for the initial agent I dealt with today, I was professional with them even when they were not with me and when they gave me false information (no such thing as changing your dates online for free, etc).
I do think in general though BA has some IT issues to sort out. I have spoken with nice agents in my other times dealing with BA as well, but as for the first agent this morning, he obviously was having a bad, doesnt like his job or a combination of the both. No matter what it was, I always think it's best to take the high road. I really was just trying to figure out what the "real" reason was I couldn't change my dates and the responses here and the second agent answered them for me.
I guess BA at least allows one date change for free, which is more than most other US based airlines do to someone without status.
