The parents are already anxious about what the baby will do, and what happens when they get on the plane but some self-important prat glares at them, making them more nervous. The baby picks up on the anxiety and gets upset too. I also laugh at people who say (about actual babies) "it isn't the baby, it's the parents" as though babies can somehow be controlled in some manner.
I therefore think babies should be mandatory in all premium cabins in which a baby-hater is present, until the baby-haters give up and stop flying.
Want to guarantee a peaceful flight with a baby nearby? As soon as you see the baby, offer any assistance you can to the parents. You'll never have to do anything, and everyone will relax and have a great flight.
