You seem to imply that legislators somehow turned against the bill. This is far from acurate. The bill (SB29) actually passed with overwhelming support in the Texas House. It was due to the timing that the 4/5 majority was required to suspend the rules--which is a separate and distinct motion from the vote on the bill itself.
Either way, TSA should considered itself warned by Texas. If major reforms haven't occured by the next biennial session, this will be revived.
I actually watched, and heard, state legislators very upset about the senate version, who said because of what it was they would not vote against it. Oh, they supported the house bill, but not this one.
