Just tried booking a ticket originating in France, using the US AA website, and had the same message:

If you choose to pay using a credit card or U.K.-billed PayPal account, a processing fee of £4.50 per ticket may apply.
I am in the UK at the moment -- maybe that's why the notice appears?
