If the ticket has not been printed then call Amtrak and ask for a full refund. If you missed a reserved train and printed your ticket, then you can either apply the full amount to another ticket or get a refund less 10%. If it's an unreserved train and printed ticket, then the ticket should be good for a year (see dates on ticket). At least these are the rules as I recall them. YMMV
