Bolding mine: The pax has admitted that she was not told that her mother had to remove the adult diaper but rather that her mother would not be allowed to enter the insecure area unless the diaper was removed and could be inspected so what you have is a a glass half full/glass half empty scenario but regardless, if the diaper was not removed, the pax could not fly.
