You are right that frying oil is wasted all over the country...but to collect it at one place is expensive. Just think about collecting the stuff at various restaurants, a few litres at a time. Crazy expensive compared to current kerosine prices.
In the US, restaurants already pay to have used oil collected and disposed of. One of my friends drove an old Benz converted to run on the stuff, and restaurants were happy to give him free "fuel" since he provided the same service as the oil disposal company but for free.
If the disposal company were to pay restaurants for the now valuable waste oil, there might be enough to replace some petroleum-based oil usage, especially for short flights where the difference in energy density doesn't pose a range problem.
