If I were to arrive outside of the 12 hour period, or flying in in the morning (say 10:00) and leaving after 00:00, would they allow me to still use the international carrier rule or will they strictly enforce the baggage rule on both carryon and luggage?
Does it make a difference if I travel in F all the way?
Thanks in advance!

A few more details about your plans would help to answer your question.
If you're starting on the international carrier, connecting to AS, you can almost certainly interline your bags and avoid any fees.
If you're flying F on AS, you will get the AS F luggage limit - two 50 pound bags.
Does the international airline have that different of a carryon limit?
