To be honest, that's what I thought too. I've never used the online reservation to choose the baby bassinet seats, I cannot recall if I couldn't or I didn't try. I've always only done it over the phone, or through a travel agent.
You can online, but at the risk of being kicked off if there's a pax with a baby. But I have clicked on it online before and wasn't stop for doing it. Yet to be safe, I've never selected it because of the risk to be kicked off in the last minute for a pax with a baby.
