I agree with the general premise that nonrevs shouldn't be in F if there are paying elite pax who should be placed there regardless of upgrade instrument or willing to pay for the upgrade with an upgrade of some sorts (miles, credits, whatever).
If the nonrevs are flying to work, then it makes sense why they're confirmed (not standby) pax.

If they did this, I am sure over 50% of the elites would quit using Miles, Credits or Whatever's in hope/belief they could get it for FREE. What would happen is AA would change the program where you couldnt ask or pay for an upgrade or whatever. Then you would gripe about that.
Upgrading to F is a product. If you are willing to PAY for it with whatever currency that AA acccepts (Miles, Stickers etc) and AA has it available, they will sell it to you. But they arent going to give it away for FREE.
And YES most Nonrevs list for F because a lot of times we have a better chance of getting it if there isnt a bunch of Upgrades.
I have seen AA leave Y pax's behind because they were oversold in Y but Nonrevs got on in F. I also know the GA's tried to get several Elite Paxs in Y to upgrade. They didnt want to spend the $$$. So Nonrevs went in F, a few non-status people got bumped and the world went on without any problem. Thats the way it is.
