Last flight of the day delayed much will usually affect the first flight with crew rest issues. This is where the numerous Republic regional providers don't have the ability to juggle crews other than what is there and legal to fly.
I think your observation of the 9:50 flight being generally on time might indicate you're more lucky on the inbound than your noted first flight of the day being delayed. ^
