The people who stick around in the gate area know the rules and are simply following them. Why should they get on board the aircraft if won't be to their advantage?
Trust me, when boarding starts, DL wants you to get on the plane -- not to stand around waiting at the gate. This is particularly true when 75% of the flight has some sort of medallion status...

Even though my name had been at the top of the list the whole time with two seats available, the agent wasn't going to process the upgrade until the last minute. She wanted to upgrade two medallions with higher status. I asked if they were on Y fares and then she knew that I wasn't just going to roll over. Wow -- sounds like someone's got a chip on their shoulder. You are correct in that I should have said:
"Sorry, FOs on anything other than paid Y fares not obtained via IROPS should not get upgraded just because DMs, PMs and GMs and FOs on purchased Y fares not obtained via IROPS boarded the aircraft as requested."
