IMO, boarding should not affect priority. Seems NWA always came on and upgraded the next person whether they were the first person to board or the last to board.

What is the GA supposed to do if two FO's are playing "monitor chicken" to see who will get the upgrade when there are 3 DM, 10 PM, and 20 GM already sitting in Y?
