Presumably United ( being in receipt presumably of a volume of such claims) know that you cannot "file a claim through the European Union". This would be akin to saying that you would be "filing a claim through the United States"-however perhaps United decided to humour you and your lack of specific knowledge with some bauble they thought you would be inclined to accept.
