You seem to know far more about the official policies than I do, but the last time I had a cruise quoted by multiple agencies the lowest to highest price quoted for the same class of cabin on the exact same cruise was different by more than 20%.
The Royal Caribbean family (Royal Caribbean/Celebrity/Azamara) are all very strict on their no discounting policy. If they find an agency discounting, that agency will be placed on a "no-book" status. As BurBunny said most of the deals you see will be offered by the big consortium agencies at some time or another over the course of the year. Even if on board credit is offered by an agency (not a cruise line promo), the OBC can not be for more than 10% of the fare.
