I do this route at least monthly (three times in the last 4 weeks) and all three times, one of the above four cases applied. A bus would be an upgrade in terms of space as well.
Strange, during the summer I fly ORD-MKE at least twice per month (usually the 6am) and haven't run into issues. The return flight (usually the 9:50pm flight, is generally on time as well. I have seen the next morning flight out of MKE delayed or canceled a lot, same with the next to last evening flight.

In the winter I usually fly out of GRB because the cancellations seem to be much less, even when the weather is cruddy. Unless there is a blizzard the flight seems to go out. Not sure if this is because it is XJet flying it or because it is on an ERJ instead of a CRJ.
