Baby bassinet seat assignment - outrage!

Guys, this may come off sounding totally like a noob, but aren't baby bassinet seats supposed to be reserved for people with babies?

When I reserved my flight one week ago, I tried to arrange for baby bassinet seats for my family as I have a one year old daughter with me, with the assumption that it is reserved for babies. Now, when I looked online, all of the baby bassinet seats were already taken. The other baby bassinet seats were all taken completely (all 3 were taken) but for row 30, only the baby bassinet specific seats were taken, specifically 30D and 30G.

Those with babies/infants will know that having additional space is so very important, and an additional criteria that we had was I needed to sit nearby as I would need to help and assist her at random times. Even though as a silver member I'm allowed to ask for 1 extra legroom seat, I couldn't get an extra legroom seat for the baby since some of the extra legroom seats were emergency seats (no babies allowed!) and the others do not have empty seats nearby. I was forced to get 30E and 31H (extra legroom seat directly to the right of the middle aisle seats), with the hopes of getting either the 30D or 30G to exchange with my premium seat.

Imagine our outrage when we found out that both 30D and 30G were both WITHOUT babies, and both fully capable young ladies (not old and elderly, or need assistance) that obviously has no need for baby bassinet seats! One of the ladies agreed to switch seats with me, however, even though we were lucky this time, what about next time?

Again, aren't baby bassinet seats supposed to be reserved for passengers with babies, or at the very least, those that needed assistance? What is the point of having baby bassinet seats when they are not assigned to those with babies (that paid extra!) that actually needed the facility?

Is there something that I can do? I've written a feedback form to CX (given by a flight attendant), but I'm not sure if it will even reach those that matter, and if there will be any kind of action that will be taken to remedy such a policy. A flight attendant (if I'm not mistaken it was a porter) came over and said that she read our feedback, and wished to explain. We weren't really satisfied with her explanation, which is basically to say that such things happen all the time, travel agents had the ability to secure the baby bassinet seats, etc etc. But isn't there some way to restrict the seats for those with babies, since the babies will be tagged under their name as INF? Why can't they do for these seats what they do with the extra legroom seats (only silver members and above, or paid) ?
