No, this is the systemwide rollout of the uniform change announced in 2010. The last major uniform change was in 1999 (from the Ricci stripes to the brushwing motif), with a small refresh in 2004.

I actually like the Lau iteration of the uniform, so I was quite pleased that they didn't make any major changes to the design (though personally I would have been happy for them to stay with what they had and not make change for change's sake - but the uniforms were coming up for their regular replacement cycle so the only extra cost involved was in the design, new uniforms would have had to been manufactured and issued regardless of whether there was a change or not). But I think the new uniforms are liked by crew much better in terms of material and fit. At least the SCMP article today carries a quote from Becky Kwan (CX ISM/former FAU chair) praising the design and comfort/ease of wearing, and you'd usually have to look pretty hard to find Becky Kwan praising CX management on anything!
