Yes...it's easy, but not direct. You take a train from Seville to Rondo. Make sure you spend some time in Rondo, it's a amazing little town.
At Rondo, you change trains, heading for Algeciras. Once you're in Algeciras, take a bus to La Linea (15-20 minutes), which is the town on the Spanish side of the Gibraltar border. You'll enter Gibraltar on foot.
