All the 777s had IFE too. The point of listing these fleet types as equipped is to show that if you fly on a 777, 767-400ER, or A330 you're guaranteed IFE.
The titles of the page are "Product Progress Updates" and "Improving the Delta Experience". Including these fleets isn't consistent with the page since they weren't improved or updated.

Hard to know, since I know the equipment better than the average flyer. However, I wouldn't be surprised if a less experienced flyer drew the conclusion that 97% of regional jets have wifi. Then again, the average flyer probably wouldn't visit this webpage anyway.
