If you're not using SQ's Krisflyer miles, you
CANNOT upgrade or redeem on their new Business Class / First / Suite class products on their fleet of 77W, A345 and A380 aircraft. Period.
If you want to use your UA miles, you can only use them on 747, A333, 777-200 and 777-300 aircrafts only. From USA, its only the 747-400 left on the JFK-SIN route. Everything else is either the 77W or A380.
