I wonder if its fully up to date though, in respect of providing ID for over-the-counter SIMs. I say this because, for the past 2 years, when I go to Australia, I have to provide passport details etc. in an anti-fraud step in the process, and would be surprised if that hasn't drifted to other countries, given that the suppliers are virtually universal.
