The penguins are year-round; the greatest numbers are during egg laying and chick feeding (so that is October through Jan) but winter is also nest building time which can also be interesting (mating starts in August). Well worth a visit any time of the year, though a bit cold but no worse than San Francisco and warmer than Seattle
